Will the factory srt-4 side skirts fit an 04 sxt?

yes they will, it just takes some modifying, otherwise you will prolly have to cut off the ugly lil factory splatter shields that don't work worth a damn anyways. slap em up with some screws at each end and some 3m tape down the middle
