Take the rear wheels off. After you jack the car up of course. On the back of the drum (is you have drum brakes) there is a little rubber grommet, take it out DON'T LOSE IT! Then with a flathead screwdriver you can adjust the brake cable, you will have to do it to both wheels.

You know what's funny, my E-Brake has not worked for roughly 6 months. About a month or two ago, when the car decided to stop working, I garaged is and tore out the interior so I had something to work on while waiting for enough cash to get it on the road. Funny enough, after removing the center console, the e-brake works now.... I'm not quite sure why. ^^
