On my 95, I took some 2000 grit sand paper and wet sanded the headlights for about 20mins, then polished them using Meguiars Plastic X polish. They look 10 times better, not perfect, but they're clear again.

 

Brasso works pretty good on them also.

 

on my 97 i used 600, then 1000, then 1500 then 2000, then the mequiars and mine look perfectly new, i sanded the crap off with the 600, then sanded the lines from the 600 off with the 1000, and same and same so forth until i got to the polishing part, for the polish i used an orbital buffer until it was perfectly new looking
