Belt on AC Unit??? Guy Stealing from me??

Belt on AC Unit??? Guy Stealing from me??
Hi guys - I own a 2004 Dodge Neon, andas I wasdriving today I heard something break under my hood. The steering wheel immediately got stiff, but I managed to park.
A Shell Gas Station mechanic told me it was the belt that's connected to the AC Unit under the hood, and in order to replace the pulley, which has a little part bent which caused the belt to break and fall off, I must replace the entire Unit or AC unit with pulleys plus the belt. He estimates it will cost $500 or more. Does he really need to replace and fill up the entire AC Unit, to replace the ONE pulley which has a small little bent, and the belt???????? PLEASE SOMEONE HELP ME!!!!!!
