Anyone know anything about these "speed resistors" they are selling on ebay? I'm thinking about buying one...for 10 bucks or less it's worth it even if it's only a few hp increase. But do they really make a difference?

Save your money! They are pure junk, just a resistor/capacitor and two wires...read the feedback (not the "feedback" in the ad, the REAL feedback) the sellers get and you'll see a large number of upset buyers. I think the number would be even higher if the people weren't too embaressed to admit they had fallen for a scam...
If those things worked at all, every speed shop on the internet would be selling them...
