#4 injector not firing on my 98 neon

I have a 98 neon and it broke a timing belt a year ago. I changed it and ran fine till recently even though it had a code (checked at advanced auto) said out of time. Then #4 cylinder was dead, no change when I pull the injector connector. I did a compression check and # 4 was lower than the rest so I suspected a slightly bent valve. Pulled the head it had 4 valves that were bent a little and 2 were in the #4 cyl. COOL! I had a valve job done and put things together, started it up and same thing missing on #4 cyl. Checked and swapped injectors to see if problem followed and it stayed with #4. Put a node light on and got the initial signal when you turn on the key but no pulse like I was getting on other 3 when it is running. Checked wires back to ecm and had continuity. Pulled out an ecm from my other 98 and put it in, started and ran great. Bought a used ecm from a junkyard and it ran fine for a month. Now I have the same issue. It says out of time again so I must be doing something wrong setting the timing. Can the ecm be ok just the "out of time" issue make #4 not fire the injector? And can something else be sending a weak or bad signal to the ecm like cam or crank sensor?
