Default RKE Problems

Allright I've been driving around without keyless entry for about 3 months now. I just got back up to speed with everything after having surgery to have my appendix removed. I've written about this before with no conclusive responses. I have a 2001 Neon R/T and my Remote Keyless Entry (RKE) still does not work and my power door locks do not work. I checked all the fuses and they are fine. I can't, however, seem to find a fuse specifically for the power door locks if any exists. I just spent about 100 bucks on a not-so-sure-thing, a new instrument cluster, off of Ebay. I'm waiting for it to ship. Hopefully that will solve the problem. The dealer quoted me and eye-watering, wallet-crushing $800 for a new cluster installed. I still can't get the dash off mainly because I haven't had time to. I'm pretty sure my dash will pop off like everyone else's. The dealer claimed the RKE was wired through the cluster and that the cluster was "unresponsive when attempting to communicate". Maybe there are some fusible links or relays in there that have gone bad. I'm going to go pick up a hayne's or chilton's manual asap to check their wiring diagrams. Can anyone help? Does anyone know how the RKE is wired up? Will getting a new cluster in mean I will also have to get my keyfobs reprogrammed? I'm at a loss on how to solve this problem. I don't want to spend 800 bucks but if I have to, I have to..... Hopefully I can solve it without going that route. Thanks in advance.

There's a 5 amp fuse in the panel that not only runs the power locks but also the alarm. It's one row up from the bottom all the way to the right.
