Default 2000 Neon- Out of ideas

Lets first start off and say, I'm no mechanic. I can turn a wrench and it does not take long to figure it out, but any time that its my first time doing something I'll make every mistake there is. Now with that said...

I have a 2000 Neon I purchased for my wife. Everything runs smooth except when I'm in the range of 40-55 it feels like the rear passenger tire is vibrating, but I've had it mounted, balanced and rotated but still the problem exists. Other then that its a great running car.

New Tires.
Used Rims
2xx,xxx miles

I had moved the wheels around on all locations and still the infected area is the passenger rear.

How are the struts and or strut mounts in the rear?

Does it have rotors all the way around or is it drums on the back, if its rotors on the rear, I'm willing to bet that its warped.

when you say rotors, you mean the same as the front? If so no, its just a drum i suppose since those are my only 2 option,

I'm not sure what a strut is but ill start reading my book and let you know,

What do i need to look for on the strut?
