Neon Revs HIGH in between shifting

It only does this in first and second. If you are in first gear at 2000 RPMs and push in the clutch, the engine doesn't idle down, it stays at 2000 RPMs. I just bought it, so I don't know much about dodge.

Mine has done that once or twice. Does it go away when you pump the clutch in neutral?
