I have a CV joint that is going, how do I know which side it is? It isn't clicking, just making the steering whell hard to turn at low speeds.

 

Are you sure it's a CV joint then? Could be the power steering pump... could just be low tire pressure. Just a thought.

Yeah, Id start at the beginning and check your power steering fluid, if its good, then check your pump. could be a number of other things besides cv joint

 

Check you strut mounts and ball joints. Notorious around industry for causing stiff steering. (Not neon specific like a known neon problem just general car knowledge) Not common for a stiff steering issue from a half-shaft. So check struff that can get stiff like dry ball joints or failing strutmounts.
