Unhappy 2003 Dodge Neon sx 2.0 p0700 code and symptoms

Hi guys,

I'm back again with more issues.. -_-

background history:

radiator fluid leaked into the transmission a couple months back roughly. New radiator installed, transmission flushed out a few times to get all the mixed dirty fluid out. Seemed to work great for almost 2 months now.

Now I've started to notice shift issues.(automatic btw) where it will get stuck around 3k rpm then when i let go of the gas it will take a few seconds to gear down to 2k rpm~ it will sometimes get stuck for 10-15 seconds at 3k~. I had some bad symptoms yesterday where it was doing this quite a bit on my ride home from work, it seems at low speeds 30-70km/h it acts up. going 120 steady on the highway seems to be fine driving.

I also noticed while on the highway going 100-130~ the speedometer was acting up. i've never see it do this where the speedometer bounces around, I felt like I was going around 120 and could see the speedometer bouncing up and down fast between 100-120 but the car felt like it was consistently at 120~, I didn't feel like the speedometer was reflecting my speed, I didn't feel any sudden loss in speed or gain in speed it felt steady 120ish~ but definitely the meter was going haywire. The RPM meter was fine, engine temp meter was fine as well and fuel meter.

my car gave off the p0700 code which I've seen in the past when the transmission had that leak from the rad issue. I don't think it's a rad leak into the tranny due to no temp issues going on, not sure if that's the only symptom of leaking fluid into the tranny? Seeing as before the engine temp meter went through the roof and the car started bubbling last time when the rad was leaking into the tranny. So I think it's some sort of other issue that falls under p0700 code.

I was considering just unplugging the power and having that reset the cars electronics to see if that helps fix anything. I'm guessing the code will come back soon though and the symptoms.

Any thoughts? I've read on the forum that some people replace the TCM chip which solves their issues completely and some people replace it with no results. Before I do this I wanted to know if anyone has a better idea as to what's going on with my car from what I've described and if any further information is required please let me know so I can try to explain further.

update: I've read around more and found one youtube with someone that had the same radiator/tranny issue I had where it leaked in. They bought new sensors(input and output) and a solenoid shift box along with a new tranny filter. Still reading around to see if there's anyone that has a explanation as to which it would be that is causing my issue exactly, but it may be a combo of the solenoid and one or both of the sensors?

also wondering when I start replacing parts will I need to drain the transmission? I've never worked on a transmission before but as with everything else I never worked on before I end up getting it done with enough time and research so I'm not weary to fix it myself if possible and quite frankly don't trust the mechanic shops around here since when I used to take my car in I'd get mixed vibes on various issues and never much info once a job was completed as to how they resolved my issues. Thus why I want to fix this myself if possible. I'm considering changing the output sensor first, will fluid come out when I start to take out this sensor?
