Default Weird O2 sensor locations - Code P0132

HI, I had some trouble with my 2000 Plymouth Neon, 2.0 L engine.
It didn't run smoothly (didn't take gas sometimes, "caughing/choking") and the engine light was also on. It told me that my converter was bad so Went ahead and changed it (wasn't easy to get one, because this converter has the O2 sensor BEFORE the converter), plus the one at the manifold. After I was able to buy one (at the dealership ) and replaced it the problems where still there. The new code(s) are.

P1684 which only means that the battery has been disconnected within the last 50 starts, no problem there.

P0132....now here it gets interesting. That is the explanation I found on the web:
1/1 O2 Sensor Shorted To Voltage Oxygen sensor input voltage maintained above normal operating range.

I went to an auto part store and they told me it is the upstream one. I called Chrysler and asked them which one the upstream sensor is, if both sensors are more or less upstream...They said it is the one at the manifold, so the one that is more upstream than the other one...
I looked at some other codes and saw that the code P0131 talks about a ground oxygen sensor....Could it be that those two o2 sensor are described as voltage and ground O2 sensor in this case, since the description upstream / downstream is a bit confusing if both sensors are before the converter....??

Can somebody here help me with the last code? Is the information I have accurate, or makes sense? What do you guys think?
