2000 dodge neon...won't start....P1388 and P1684 codes...can hear ASD relay clicking when key is turned on....but no 12v to coil....pins 30 and 86 are both hot with key off or on...with test light probe connected to ground...then when I switch it to positive side of battery...pin 87 is hot with key on or off...checked other relays and the horn does the same....but the other two relays above the ASD only pin 30 is hot when test probe is to ground...battery was only at 9.82 volts...took out and went to the ZONE...they said the battery was ok..just needed a charge.so I have it on a trickle charger right now...any ideas?

 

also checked all fuses in PDC and drivers door panel....all good
