I have a 98 dodge neon and every time we change the battery the red security light on the dash will come on and will not allow the car to start. In the past we have played around with it and gotten the car to start but this time everything we have tried isnt working. We have disconnected the positive cable for 15 mins, then connected it unlocked the car and turned the ignition over and let sit but the light still doesn't turn off. I know there is steps to take that get that red light to turn off but obviously we are missing something. If anybody has any help we would greatly appreciate it. I need my car in order to go to work so the quicker we get some responses the better we will be.

Sounds like you have an aftermarket alarm giving you an issue. If you are not interested in keeping it, pull the battery and remove the alarm system .
