timing belt not staying on after install

timing belt not staying on after install
I just installed a timing belt, and a new tensioner. I turn the engine over four times by hand, When I looked down at the at the cam sprocket the belt had almost fallen off. What would cause this?

staying on now
It's riding on the edge of the cam sprocket.
