timing belt not staying on after install

Default timing belt not staying on after install
I just installed a timing belt, and a new tensioner. I turn the engine over four times by hand, When I looked down at the at the cam sprocket the belt had almost fallen off. What would cause this?

It's riding on the edge of the cam sprocket.

Default Failing tensioner
This could be sogns that you have too much or not enough tension from the timing belt tensioner. Could be unadjusted or about to break.
