I have a 2003 neon, that one day stopped blowing any other md of ac AC or heat. We got up that morning it worked fine, got home and parked it and when we left later that evening it wouldn't work at all.
We have replaced the blower motor, the resister and the control head and it is still not blowing heat or air.
Any ideas on what the problem could be?

Is the blower actually running or not?You make no mention of checking the fuse or verifying if power is going to the blower.

So the blower motor is receiving 12 volts and still not operating? That means the new blower motor is defective then.
