If it has a/c, turn it on and see if the fan is working. A new fan will run under $100 and part of an afternoon.
ya wasn't the fan, it was a clogged radiator ,in the heater core was clogged to, so I flushed out the heater core ,and after researching I realize the heater the car heater or motor was mostly clod heater and would not flush out ,so i replaced the car Radiator., and it work

do a timing belt and do it now...
youll thank me later. Neon's have interference motors and youll for sure bend a valve, damage the head or a piston if the original gives up the ghost...

is the radiator fan supposed to come on when I turn the heater fan on in the side the car, if I turn the heater fan off in the car inside the car, the radiator fan eventually turns off, oh and I got that idle problem that someone didn't finish .
There are lots of timing belt videos on youtube. Some are better than other. Look for ones by regular mechanic shops or parts suppliers. As for your fan, if the a/c is running, the fan should be running. If the a/c isn't on, the fan will run as needed. There is a thermal switch that turns it on and off.
