is the radiator fan supposed to come on when I turn the heater fan on in the side the car, if I turn the heater fan off in the car inside the car, the radiator fan eventually turns off, oh and I got that idle problem that someone didn't finish .

There are lots of timing belt videos on youtube. Some are better than other. Look for ones by regular mechanic shops or parts suppliers. As for your fan, if the a/c is running, the fan should be running. If the a/c isn't on, the fan will run as needed. There is a thermal switch that turns it on and off.
