Dodge Neon 2017 ECM Error Code

When the scan was done many popped up, but they all could be cleared. However, these persisted.
It's winter were I live,10-18 degrees Celsius.
While I drive all hell breaks loose and warning lights pop up. Once I turn off Engineer and come back, only check engine remains and car is drive able. This also vanishes at will and comes back randomly.
