Crack out the repair manual and get to work. It will go through step by step how to remove your stock wheel. Then, depending on what aftermarket wheel you buy you may be able to just bolt it right on. Or you may have to utilize an adapter plate. The dealer probably wouldn't help you because Dodge sees removing the air bag from the vehicle a safety issue. Which it certainly is, so you might also want to invest in some new seats with a 5 point belt so you won't be eating your fancy new steering wheel when you rear end the grandma that slams on her breaks to avoid running over a squirrel standing in the road that's not really a squirrel, just a dark spot on the road, but she doesn't know that since her eyesight is so bad.
