I've got a 1998 Neon SOHC and it has two electric cooling fans. When they turn on only one kicks in. The one that doesn't work looks like its hooked up but it doesn't turn on. Is the fan motor blown? Any help would be awesome.

 

It may be that the other one only comes on when the A/C is on, due to the added heat produced by the A/C's usage.
