the parking break is not on, the car was parked out side and it was raining alot here in milwaukee.
I think it could be the back disc brakes are really rusted?

I believe the Neon brake circuits are split diagonally, so a hydraulic return problem wouldn't likely cause only BOTH rear wheels to lock. The parking brakes still seem the most likely cause.
Did you have the parking brake set while the car was sitting for two weeks? If so, damaged or rusty cable or brake mechanisms could cause the brakes to remain on even after you released the lever. If so, you might try pulling/jerking up extra hard on the parking brake lever to see if you can break it free.
If only one wheel is stuck and you have rear disks, you could have a stuck piston - usually requires a caliper rebuild. Doesn't seem likely that both rear calipers would hang from sitting for such a relatively short time.
You didn't mention whether or not you have ABS, but can't think of how this could be a factor. Someone more familiar with these systems might have some ideas.

The only other possible thing might be some rust. You might have to take the rear wheels off to see what kind of condition your rotors or drums are in. You might have to bang on the drum a little to break it up. If this still does not work then the it would have to be something with the brakes. Check the cables condition. Do they look stuck?
