Default Water leaking from firewall?

I have an 05' 2500 (Diesel) that has water leaking from a hose (or drain) on the passenger side firewall. It looks like it would be the drain for the AC condenser but it has water dripping from it even when the AC has not been used. Does the AC condenser run all the time, I do have the fan on and the temp. set on cold but the AC button it not on.

The A/C does run if the selector is in the defrost position. The light does not come on when this is happening
