Engine cooling fan question

While I was driving down to S. Florida from CO, I noticed my engine temp would creep up to about 210-215 deg.and stay there. It wouldn't overheatbut the engine cooling fan wouldn't kick on until I backed off the throttle or tripped the cruise control...even then it would kick on for a bit and kick back off when back to speed. Driving down I was running at max speed of the cruise...about 2300 rpm I think...with the A/C on low. This was early Aug and it was warm outside...maybe this is normal?

I will tell you a good product I am using called Royal Ice from Royal Purple. Since I have put it in my truck it has never got over 200-205 deg. Even pulling my camper. Before it ran 215-220 when pulling up grades or long hills. Not know. Just thought I would pass it on because it works for me.
