Default No power steering or brakes

Hey my girlfriend has a 99 2500 CTD and when you start it up cold ever since the temperatures dropped. The power steering and the brakes don't work at first. The brake pedal is rock hard and you can barely turn the steering wheel. If put it in gear it will go forward and back without a problem still no brakes or steering then all of a sudden they will both start working perfectly. Everytime I open the hood when it does this the belt is turning and it appears all the accesories are spinning.

Also everytime you turn and go over a bump there is a clunk that you can hear and feel just below the driver seat everything under there is tight so that has me stumped no clue what it is any ideas..

The truck has a 4 in skyjacker suspension lift and a few other things done to it

I would say you have some air in the lines. With the temp changing from cold to hot to cold you'll get condensation which could freeze when it's cold and block the flow of fluid. You might try changing both fluids and bleed them good to see how that goes.

The cluck is likely a ball joint. If your having never been changed I would bet that's your cluck. You could also have some bushing gone bad in the trac bar. You should have no play in any of the components under there. You 4" lift can put a bad angle on the trac bar and sway bars so, I'd look at both of them closely.

I'd say your brakes are fine and you should try flushing the powersteering fluid. Does the pump growl when you try turning it cold? Also check to see if the fluid is foaming or not. Just pull the dipstick and check for airbubbles.
