Question No Power Streeing when not in motion

I just purchased a 2006 Dodge Ram 2500 5.9 diesel Megacab. It has 48K miles on it. I notice that the power steering does not really work when the truck is sitting still / not in motion. Once I start to move - the wheel is easy to turn again…….but the wheel is VERY hard to turn while stopped. AND I don’t have my foot on the brakes either…the truck could be in park…..and still have same issue.


Is this normal??
