Default Lost power

I have a '96 Dodge 2500 CTD (auto) 4x4. I the past couple of years I've added a TST #8 plate, AFE Stage 2 system and an MBRP 4" turbo back exhaust (no cat). Timing is set at 15.5*.
My normal boost is 30-34 and pyro when pulling a hill is 1100* max. This is in overdrive.
In the past week I've lost power. Max boost is 10 and pyro goes as high as 1450. I can get my pyro down to 1100* if I take it out of O/D, but boost remains below 10 psi.
Can anyone give me an idea of what's going on?

How's the smoke output?

Any hissing sound?

Any strange noise from the turbo?

About a bushel basket size puff of black smoke upon start, no strange noises.

Have ya checked the wastegate rod? Make sure the e-clip didn't come off, letting the rod come off and leaving the wastegate open?

How's the smoke output while driving?

Waste gate rod connected, but can't move it by hand. Black smoke on startup. Is there a way I can check the waste gate? Thanks

More than likely you won't be able to move it by hand, it's pretty tight.

What you can do to check wastegate function is use a compressor with a blow nozzle.

Remove the boost line going to the wastegate head. Start with about 5 psi and work your way up. Use the nozzle to push air into the wategate head (it's nothing more than an air valve). Under 20 psi, you shouldn't see the wastegate rod move at all. If it is, the wastegate actuator may be shot and allowing the wastegate to open.
