Angry cold smoker

I have a 02 ctd 3500 5.9ltr.When block heater is pluged in there is no problem, but if I don't plug in, it will smoke badly(white smoke)and no fuel pedal response. After a while it clears and runs fine(no pwr lost).

well some smoke is normal at start up and even more so when it gets cold, how cold is it? and no pedal responce on the 24 valve engines is typically a failing lift pump, un less it cold enough where you are at to gel your fuel

I would think either lift pump or possible leak injector. Do you have a fuel pressure gauge? Have you tried pulling codes(Sometimes they wont set the CEL) Try the key on and off trick. Also what diesel are you running? #2? winter? 1and2?, #1?
