What is the best year of cummins to buy were it is the easiest to build power. I do not like the newer cummins due to the emission stuff. I have $10-15 grand to spend. I want to build it into an all around 4x4, towing and street driver.

 

id go with a 2nd gen 12 valve. There cheap and probaly the easiest to build.
