Are you installing the intank pumps? or the one that is on the side of the engine that they supposedly don't make anymore. But i have heard that Carter makes them..
Sounds like you need a upgrade to a Fass or a airdog.. they are pricey but well worth it.. I bought a Fass 150 I never looked back Great pump...

I'd get a Fass or a Air dog.. coal train over at Doghousediesel.com does a great deal on these.. if interested hit him up for Price...
And for the surges at 60 hummm Any codes? with or with out Cruise control on? What is your Fuel pressure? has it ever been below then 4psi with your new VP44?

and the surging at 60mph may have a bad spot in the AAPS.. something worth looking into little testing would be involved.. But if you have access to a high end scanner you can look and see what the AAPS is reading and freeze frame it. And go back to see what is going on with your desk top... Might be able to figure out what is going wrong..
