98 2500 Fuel injection pump code 1688

Question 98 2500 Fuel injection pump code 1688

Posted in other folder as well
I'm hoping to find out that we have the wrong diagnosis.
My husbands 98 Ram 2500, 24 valve cummins started to lose power, and would only go as fast at 15mph on flat road. He changed the fuel pump, and now it will not start. Is there anything else we should try before replacing the injection pump?
The code was read before anything was done on the truck, does that code mean I'm screwed?
Now when he tries to start it it will crank, but not turn over, and when the key comes back after cranking, it will start and immediately die.
PLEASE tell me we're wrong!

1688 is a death code for the vp44, and if the lift pump went bad and the truck was driven any amount then the vp44 is almost shurly toast, sorry for the bad news
