1993 truck rolling away while in gear

I have a 1993 dodge cummins and when it is in 1st gear parked on a hill, it will roll slowly down hill. Why is this happening? Compression maybe? Any Ideas on what could be cause this to happen?

its going to happen, nothing can be done... accept for using the parking brake...
