My brother has a 07 cummins automatic he has 118000 miles and the trans will not shift out of 4th gear have had multiple people look at it no one can figure out what's wrong changed filter flushed the lines ran it pulled the pan fluid is red as can be anyone have any ideas?

The 4-speed autos are notorious for failure. Sounds like it might be time to step up to an aftermarket rebuild.
