Red face Guidance on front suspension, Please.

I am about to buy a 2006 3500 Mega Cab. The truck has 112,000 on it, but my only concern is that the new tires installed 1000 miles ago, the front are feathering. From the top, move your hand around the tire and in one direction ( towards front of vehicle) the tread feels smooth and then aft, it feels rough. I know nothing yet about the suspension. What does this tell me? When the tires were installed and the front ended aligned, no one mentioned any defective front end parts. The feathering feels unilateral across the tread meaning it is not worse inboard than outboard. It is a 4x4.

What does the 3500 in the way of suspension adjustments?

I need to figure this out to determine if this will change my mind from buying it.
