Default dead key?

hi i have a 95 cummins 3500. recently replaced the transmission lines and i went to start it today and it had a dead key. i figured it was the battery so i threw a charger on it. turned the key and nothing. the radio and lights all work, and it says its getting 14 volts sometimes it jumps up to around 18 volts. when i turn the key the lights dim and the radio goes dead. is there some kind of fuseable link to the starter? the starter is only a few months old. i checked the fuses in the fusebox in the engine compartment and they look okay. i swapped around relays and it didnt help. i checked the "engine" fuse in the fusebox by the drivers door compartment and it was good. anything im missing? i let the batterys charge and no change. could it be an overcharged battery that popped the fuse? any help would be appreciated. thanks, Nick

The batteries read good voltage with no load but the voltage drops when a load is put on them. Sounds like bad batteries to me or a loose connection somewhere.
