12 valve trucks dont have any lift pump voltage, from the factory anyway.

Oddball electrical problems suck. Could be a bad tipm, bad pcm, bad cp3. Hell, it could be an injector shorting out. Or it could be your valve cover gasket. So many places to look, and so hard to isolate as an intermittent problem.

Just found my post from waay long ago. Wanted to share the solution.

The issue was with a small stepping motor on the front of the fuel rail. The function of the part is to provide fine fuel trim at low engine rpm. Like all stepping motors (commonly found on idle air controls in most cars) these crap out. The part was around $100. Was held in with a few torx screws. Replacement fixed the issue.
