Default first to second upshift to quick

My buddy has a 2007 dodge 2500 5.9 the problem is the trans will shift between first and second real fast between 0 - 20 miles per hour under light or normal accerleration . but it will shift normal under heavy accerleration. trans was just rebuild.it has a triple disc torque convertor ,more clutches,and a upgraded valve body. he did mention that problem started before trans was rebuild. trans rebuild do to overdrive burn up.been in and out of shop they replaced govenor and oil cooler. The shop did mention line pressure at cooler in first gear was 30lbs when it should be 5lbs. shop still can not fix problem. has anyone had a similar problem.

Is it at a trans shop? Start with the logical things, and if the spec is 5psi (which seems low to me) and it's hitting 30, figure out what's wrong that is causing it.

yes it is in a trans shop. when he was told about the psi ,that is when they said it was a bad cooler and replaced it . now it is still doing it but not as much. I think it is in the valae body some thing sticking. but not sure. the shop it is in is a good shop can not believe there having this much of a problem.
