Question Noise

I have a noise coming from from the engine bay. The noise as the same sound as the fuel pump does when the key is turned to the "on" position. The noise does not stop, it's even heard while driving. There is no set pattern as to when it cycles on and off. The part that is making said noise is located on the firewall and by the heater blower. Ideas????
