In and out of lock up it seems to do it less when the over drives off, It revs up to 2500 and wont go any faster back and forth back and forth thank merry xmas 208-659-1361

 

Sounds like you need to clean/test your batteries/connections.

 

The batterys are good the computer a
has ben flashed, I had it at two tranny shops and at dodge then a diesel shop

 

I was talking to a friend just yesterday about his 1998 Diesel that has been doing the samething, RPM going up an down. He had the tranny rebuilt and it still does it. He found a diesel specialist who told him that it's his torque converter(locking and unlocking) caused by an electro magnetic signal from alternator and that he should try to shield his alternator.
He also stated that another tranny shop told him it was his torque converter lock up but the shop doesn't work on them because they know that they can't fix it.
I know this doesn't help, but somethimes any help is better than none. Good luck

 

got to remove check and clean ALL ground connections both ends of the wires too, most likely some where in the system the is a bad ground contact,
