2001 ram 2500 diesel throttle problem

problem is when you touch the accelerator pedal revs immidiately go to about 1400rpm and stay there some time and other time revs are all over up to 2500 rpm and bouncing all over.Already changed and adjusted tps sensor and nothing changed.Any help would be appreciated
