Default New Fuel pump

I replaced the fuel pump in my mothers 2004 3500 Dually 5.9 Cummins. I don't think I'm getting power to the new pump. Of course I plugged the wiring in. (Checked with inspection mirror). Blew air through the fuel line. (both ways). If I fill the fuel filter canister manually, It starts right up. Then dies when it uses the fuel in the canister. I can't find a ( Fuel pump fuse or relay). when I turn my key on my 2005 Cummins I hear the pressure build.(putting my ear by the fuel filler) No noise from my Mothers truck when I turn on the key.

With a meter check for power at the pump. There should be a relay for it. Mine is part of the start relay circuit.
