Default Early 1998 Dodge 3500 CTD

For my first Dodge 3500 CTD truck, I'm looking at an early 1998 Dodge 3500 (12 Valve Quad Cab), 5 Speed, with 126,600 miles on it. I am concerned about several mods to the truck.
1.) Turbo Waste Gate Blocked. This should allow OVER BOOST, What effect will this have on the overall life of the engine and turbo?
2.) Power Plate, I believe it is a TST #11. I believe the #11 takes the HP from 200 to 280, again what is the effect on the Engine, Inj. Pump and Turbo.? Will this have much of a neg. effect on the MPG when towing a 7,000 lb. trailers on level ground at about 60 MPH?

The truck has a Boost Guage and a Pyrometer Guage, no fuel pressure guage.

Any input would be appreciated.

somone knows what they are doing

what you have there is a 12 valve with the P7100 injector pump. and it being a 98 it was the last of the million mile pumps.

now, the effect of the blocked waste gate will cause the turbo to create more boost, but as long as it is kept under control everything is fine. this was most likely done because of the fueling plate mod so the temps didnt go wild on the top end. I would also say the pump might have the 3K govenor spring kit as well. all in all normal mods for the engine to pump up the power.

what effect will this have, you'll get a little more juice for towing, fuel mileage might drop 2-3mpg. but with the power increase and better towing ability it might be a good trade off. but if you dont like the mods that can be pulled off and you can set everything back to stock and not worry about it. I doubt there has been any damage to the engine, and with only 126K on the clock it has alot of life left on it. I'd get it
