1999 RAM VAN ENGINE CODE PROBLEM

My church van is a 1999 RAM extended/15 passenger van.

The CHECK ENGINE light stays on when the car is running at all times.
I tried to read the codes using the off-on off-on off-on method but the light stayed on and did not blink.
Did i do something wrong?

That only works through 97 model years. For 99 you either need to use a scan tool, or if you have a digital odometer, the codes will display on that (if it's not set on "trip"). Take a trip to a parts store like Autozone and they will plug a code scanner in for free.
Oh and one more thing. The light might on not because there is a problem with the van. It could simply be the maintenance reminder indicator. It will turn on and stay on every 30,000 miles or so. It can only be turned off with a scan tool.

if the engine has a computer sensorproblem, will the light blink while driving or just stay on steady like it is right now?

Most any scan tool will reset/turn off the light if it's on for maintenance reminding.
The light will stay on for some problems, go on and off for others, and blink for even others. It's just guesswork until you actually hookup the scan tool.
Most dealers I believe will charge around $60-$75 just to plug in their scanner.

The key on/off for codes works all the way up to 2003-1/2 model year.

The code will be displayed in the digital trip odometer.
As for the problem at hand. A few things set the engine-light symbol on the dash panel.
The first being a faulty fuel cap being loose and not tightened. Sometime it throws a code or just the engine light stays on. If the sealing valve is broken in the gas cap, it will need to be replaced.
