1. If the fill station has their pumps set to fast. (Excessive splashing within the filler tube can cause this to happen.)
2. The filler tube on the van is rubber and could be kinked, causing a flow restriction.
3. The tank might indeed be full and your gauge is not accurate.
In the case of numbers 1 or 2, swinging the nozzle left or right a bit when filling often will eliminate this problem.
