Default 2001 van hard shifting, and electrical problems

2001 dodge van b2500. 5.2l gas - started HARD shifting yesterday from 1st to second and doesnt act like overdrive is working once up to speed. and lose all electrical, ignition dash etc when i move the tilt wheel from the down position. engine light came on, fan speed control stopped working except on high. i checked the codes and it was p0713 and p1762. both tranny related but neither seem to address the shifting problem. engine practically has to redline and release the throttle to kick it into the next gear. somebody mentioned a transmission control unit or powertrain control module? are these the same and can they be tested? any idea why lose all power when moving the column? --- two days ago a new stereo was installed but everything worked fine after that and started acting up yesterday. also tranny fluid does seem a little high but is clean red looking.

Did you buy that van that had the wrong ECM, and whose cylinder was compression all over the place??

Are you checking the tranny fluid with engine idling in neutral?

no this is not that van. bought this last week. yes checking fluid with engine in neutral. engine just started this hard shifting. did figure out the tilt problem. if you tilt wheel up and down more than 3 or 4 times it loosens the harness. got it plugged back in but dont know how to keep it tight. anyway that did not affect the tranny problem.
