Default OBD Inspection Problem

2003 Ram van 1500 w/33,335miles...Fail NJ inspection ..."The On Board Diagnostic sysytem is not ready to determine the status of the pollution control system on this vehicle" The inspector said there were no fail codes and told me to drive around a few days and come back..WTF.

Also on the print out sheet, it said there were recalls?
RC-J11-09
RC-CH46-09
RC-H46-09
E-17
D20
How do I find out what these are and if they are for my Van

Thanx if you can help me

That message means the readiness tests built into the engine computer have not all been completed. The data for the tests are wiped out whenever the computer codes are cleared or the battery has been disconnected. They all usually are completed again after a couple days of driving around.

On recalls the simplest way to find out that I have found is to run the vehicles VIN past the dealership and ask them to look it up and check. I have had several issues fixed this way on my past vehicles.
