92 Custom B 250 Starts but quits any thoughts?

My V8 van starts but there is a really noisy whine, smells like rubber and then quits, the check engine light is not on, could be the belts need adjusting?

It could be that your alternator has frozen solid.

Or worse, the water pump has locked up. Does the clutch/belt driven fan spin while the engine is running?
