Default Stupid turn signal problem

Hello,

I bought this 94 B250 used, and ever since I've had it, I've had to cut off the turn signal blinkers by hand with the lever. I assumed it was a simple matter of the tang being broken/worn off on the blinker mechanism. Today I had some time, and since I'm tired of hearing my wife say "Your blinkers are still on." I went and bought a new assembly that includes the turn signals, intermittant washers, whatevers. I noticed that the tang on the new assembly was the same length of the one already on the van. Looking into the area where the assembly mounts, it appears there is a sleeve with paddles, vanes, whatever, that are supposed to trip the reset pawl on the switch assembly after you straighten up your turn so the blinkers cut off. This sleeve is loose on the steering shaft, and I can rotate it around with a screwdriver. I am pretty sure this sleeve is supposed to be fixed on the steering shaft so it doesn't move unless you turn the steering wheel. How is this sleeve fixed to the shaft??? Is it screwed in, or is something else supposed to be there to lock it in place??

I'm not sure, because in my 35-years of car experience you're the first one to ever have such an issue. Does it perhaps simply glue in place?

Problem solved. I pulled the steering wheel. Directly underneath and mounted on the steering column is a "thingy" that has the horn contact, and a rotating collar with an index pin. The index pin is supposed to fit into a hole in the underside of the steering wheel, rotating the collar as the wheel is turned. The collar has 2 "vanes" on it that are supposed to hit the tang on the turn signal mech. as you straighten up from your turn, cutting the blinkers off. Pin was sheared off -- I drilled out what was left of the pin, replaced the pin with a long screw, now it works.
