The cost for the steel and welding rods is about $35 and it's about 3-hours of work, that means they're charging you $165/hour for labor. Rather steep if you ask me, unless they're doing something else that you haven't mentioned.
In his original post he said how the brackets were tearing away from the frame. There was no mention of the brackets being damaged. Based on that, I'm assuming the original brackets are being reused.

FWIW when my brackets tore away from the frame they were bent in the process and couldn't be used again. All three mount points don't give way simultaneously so consequently the bracket gets tweaked as the rear suspension works it away from the rusted area.
