ABS Light On
You said that there is a battery tray above the abs module? If so then you have 4 wheel ABS and possible that one of the front wheel sensors is faulty. The front pump module and the ABS computer would be below the battery box. As you stated the rear module is beside the brake booster and proportioning valve.
I do believe that RWAL (Rear Wheel Anti-Lock) brake system became standard on the B series van in 1990. I am sure yours came with it from the factory.
Nor should it turn off. By disconnecting the valve pigtails you're creating a fault code, not eliminating one. It's the proportioning valve single wire that you should be disconnecting to see if the light(s) go out.
Did that several steps ago, did not turn light off. Proportioning valve on my van is a two wire connector.
Replaced the rear wheel cylinders and bled the hydraulic system according to Haynes. Now when I start the van the Brake & ABS lights both go out after the initial system check but they come back on 1 minute after the engine is started.

This van is a 1998 but it was manufactured later in the run in June 98. I just replaced the rear wheel cylinders and they were 99 spec cylinders with the hydraulic lines that connect on an angle.
The front calipers are the new style but I have not had them apart yet because the pads are about 75% remaining.
Where would I locate the front wheel ABS sensors to verify if I have 4-wheel ABS?
Figured it out today -- My Brake & ABS lights are now both off! Yahoo!!!

The original reason for the lights being on WAS IN FACT the proportioning valve. I replaced the valve and Kelsey-Hayes ABS Module with boneyard parts as a set on the same bracket to save time.
What I didn't realize is that the boneyard ABS Module was from a van that had an 8-lug rear diff, so it was mis-matched to my van's gearing.
Soon as I put my original ABS Module matched to my 5-lug 8.25" rear back in the lights went out.
Done & done.
(BTW, the van is not 4-wheel ABS it is rear only.)
