Idle Control Valve - is it bad?
I cleaned my Idle Control Valve and the plunger came out. I put it back in and it will hold it in when upside down. Is this ICV Bad?

Yes, it's trash. Need to replace it with a new one.
If the pintel came out, then indeed the IAC is broken. Replacement isn't expensive, but make sure the IAC port hole and the slot under it in the TB get cleaned first.

While you have the air-cleaner housing off, check the PVC and the crank case breather bell too.
If you are daring enough and have an hour, check out the girding mod for the TB two intake barrels. Grind down the two walls around the air-inlet barrels ONLY ON the MAP sensor side and not the IAC side. This will improve throttle response, give a little more Hp and better MPG. While grinding, ensure that the shop vac suction is high to pull the metal shavings away and suction the two barrels often getting any shaving off of the butterfly valves. Finish off with a ball grinder attachment on the high speed drill to smooth out the sharp edges. If you are unsure about this, read up on it and see how others have done this mod. The Fastman TB is basically the same thing done. For our vans, we do not take down the entire wall all around. Our intake air hose and the IAC need the rear walls to prevent the IAC from surging. The Ram Trucks can do the walls all around.
